Pass the SALT: NAR Celebrates Lobby Wins in Trump's "Big Beautiful Bill"

Jul 9, 2025

"NAR secured its top five legislative priorities to support homeownership and strengthen the real estate economy," reported REALTOR® Magazine. "In the final weeks of negotiations, original polling commissioned by NAR played a critical role in building support and momentum for real estate provisions in the bill."

The "One Big Beautiful Bill" includes five key NAR priorities, as shared by NAR Exec. VP & Chief Advocacy Officer Shannon McGahn in the latest ""The Advocacy Scoop" podcast:

  • Permanent extension of lower individual tax rates
  • Enhanced and permanent qualified business income deduction (Sec. 199A)
  • Temporary (five-year) quadrupling of the state and local tax (SALT) deduction cap, beginning in 2025
  • Protection for business SALT deductions and 1031 like-kind exchanges
  • Permanent extension of the mortgage interest deduction

NAR also celebrated several bill provisions that REALTORS® advocated to be included in the controversial bill. These included provisions of the Low-Income Housing Tax Credit (LIHTC) becoming permanent to support affordable housing development, permanently increasing the Child Tax Credit to $2,200 (with inflation indexing), and strengthening support for federal Qualified Opportunity Zones (as supported in the LIBOR public policy positions).
